The document we present to you today represents the current administration’s Government Plan for the period 2000 – 2006. It is the result of broad consultation throughout the diverse social, political, economic and cultural sectors that make up our state. It is a record that we present to the people of Guanajuato as a sign of our contract with each and every one of them. In the Government Plan 2000 – 2006, we provide a general diagnosis of the current situation within the state and present the objectives and actions that we shall undertake in order to improve the situation. This text is a tool that establishes the guidelines that we as a government must follow so that together with the members of our society, we can ensure a better Guanajuato at the end of our administration, a Guanajuato in which people can reach their full potential, both as individuals and as members of a society. Therefore, the Government Plan represents the plan of action that we consider appropriate in order to generate a more democratic, even-handed and freer society in which all of us feel content to meet the challenges that come our way day by day. It also implies that obligation to society that we accept as a government: henceforth, we shall be judged by our actions. We hope that this document reflects the views of all the people of Guanajuato and that it serves as a yardstick with which to measure our performance. Hence, once it has been presented, it may be used as a dynamic tool with which to judge our effectiveness, as well as a tool that can be adapted to suit the needs of our state.
Therefore, we invite all members of society to analyze the text so as to become aware of the projects that will be undertaken to improve our standard of living, identify those in which they can become involved and detect those areas of opportunities that, for whatever reason, have so far been excluded. The effectiveness of the Government Plan 2000 – 2006 can be measured both by the extent to which all the people of Guanajuato are reflected in it and the extent to which each of us is prepared to participate in its realization. Let us not forget that government action is by no means isolated, but rather the result of ongoing interaction between it and society, a society which put us where we are and for whom we do the things we do.
